Eighth sector-specific capacity building workshop of the eVOC Serbia project held, for the representatives of the offset printing sector and environment inspectors
Within the Project “Further Implementation of EU Regulation on Volatile Organic Compounds – eVOC Serbia”, a workshop entitled “VOC management and obligations of the operators of the offset printing (heatset web offset) sector (Activity 1)” was held. The workshop for the identified representatives of the industry in this sector as well as for the representatives of environment inspection at all levels was held on Friday, March 11, 2022, via Zoom platform in a form of a webinar. This is the eighth sector-specific workshop in a series, with an aim to present the regulatory framework for the control of volatile organic compounds emissions and their reduction schemes.
After the introductory speech of Ms. Ljubica Bolovic, representing the Ministry of Environmental Protection of the Republic of Serbia, Ms. Elena Jankovic, expert of the eVOC Serbia project, presented the legal requirements for VOC operators.
International technical expert of the eVOC Serbia Project, Dr. Richard Schlachta, began his lecture with an overview of the biggest offset printing plants in Europe. In the following, he analysed in detail sources of VOC emissions arising from this sector and presented examples of solvent mass balance method for estimating VOC emissions pertaining to activity 1. The importance of the replacement of CMR substances was emphasised since the primary requirement prescribed in the Chapter V of IED is the substitution of such compounds with no transition time period. The last segment of the lecture was dedicated to the presentation of the best available techniques (BAT) for reducing emissions of VOC from this industry sector.
The invitation of the eVOC Serbia Project was accepted by the representatives of inspection at all levels, from the national and province inspectors to local inspectors, as well as representatives of producers working in this field.
